Two emirates, two frameworks

Abu Dhabi applies the Estidama Pearl Rating System, with 1 Pearl required for private projects and 2 Pearl for government-funded projects as a condition of the building permit. Dubai operates Al Sa'fat through Dubai Municipality, with Silver mandatory for buildings and Gold and Platinum as higher levels. The two emirates demand different coordination, and a UAE-wide programme may need to satisfy both.

What each system rewards

Both frameworks reward water efficiency, energy performance, materials and environmental quality, tuned to a Gulf climate where cooling and water dominate. Setting the correct target at concept stage decides what the documentation must later prove.

Documentation is where ratings are won or lost

The rating follows the evidence: calculations, studies, reports and specifications that substantiate the claimed score, and construction submittals that confirm the build matched the design. A specialist who coordinates each system's package avoids rework, particularly when LEED is added for international owners or investors. LEED sits on top of the local requirement and does not replace it.

When to start

Start before the decisions that lock performance are made. Documentation prepared continuously is cheap; documentation recovered at the end is expensive and fragile.
