Estidama and Al Sa'fat advisory in the UAE

Abu Dhabi requires a minimum Estidama Pearl rating for a building permit, and Dubai makes Al Sa'fat Silver mandatory for buildings. We help UAE project teams get the design, documentation and certification right, and align LEED where international owners and tenants expect it.

The right UAE framework for each project

Estidama is the Pearl rating system applied through Abu Dhabi's planning process. Al Sa'fat is Dubai Municipality's sustainability framework, with mandatory and voluntary pathways for residential and commercial projects. Both reward water efficiency, energy performance, materials and land within Gulf-condition design.

Our advisory coordinates documentation from concept through the submissions and evidence that lead to a rating, with LEED alignment offered for projects marketed internationally.

Estidama and Al Sa'fat, answered

Which certification applies in Abu Dhabi vs Dubai?+

Abu Dhabi projects engage Estidama's Pearl system, while Dubai has Al Sa'fat, run by Dubai Municipality, for all building types. A UAE-wide programme may need to navigate both emirates.

Is Estidama for residential or commercial projects?+

Both. Estidama has separate Pearl rating systems for communities, buildings and villas. In Dubai, Al Sa'fat covers all building types, with some Silver items optional for private villas, investment villas and industrial buildings.

Could I use LEED instead of a local framework?+

No. LEED does not replace Abu Dhabi's mandatory Pearl rating or Dubai's mandatory Al Sa'fat Silver. It can be added on top when an international owner, tenant or investor expects it, and alignment is easiest when started at concept.
